Abstract. This academic article investigates the evolution of state sovereignty in the 21st century. The subject of the study is the modern content of the transformation of state sovereignty, examined through the lens of the four criteria of statehood set out in the 1933 Montevideo Convention, namely: a defined territory, a permanent population, government, and the capacity to enter into relations with other states. The methodological basis of the study includes the methods as systemic and comparative analysis, as well as case studies. The empirical foundation encompasses not only classic cases of extraterritoriality (military bases in Guantánamo, Akrotiri, and Dhekelia) but also contemporary phenomena (dual and multiple citizenship, Albania’s virtual minister, etc.). The scientific novelty of the study lies in the application of the statehood criteria according to the Montevideo Convention as empirical indicators of sovereign authority’s transformation. This approach allows identifying three generalized directions of ongoing changes and substantiating that the transformation of sovereignty cannot be interpreted as either its erosion or an unchanging nature in the classical sense. The author concludes that the current state of state sovereignty is characterized by its qualitative complexity, which requires new competencies and institutional flexibility from the state. This creates prerequisites for challenges related to control, legitimacy, and adaptation.
