Abstract. Russia upholds substantial regional differences in female representation ranging from 2.0% to 44.4%. The problem includes an insufficient knowledge of the causes of this variation, especially the role of institutional factors. The authors examine whether smaller single-member districts promote to elect women by means of making the barriers lower for their entry into politics. The data from the composition of the regional parliaments of the Russian Federation, number of the voters in the districts, and socio-economic indicators. The method of multiple linear regression is used. The working hypothesis has not been confirmed: the volume of the district does not show a statistical meaningful connection with a proportion of women deputies. The authors conclude that this brings into question the effectiveness of the institutional tool in the Russian context. The significant negative interrelation has been turned up only for the coefficient of birth rate that indicates the barriers for women in so called conservative regions. It is demonstrated that institutional reforms are insufficient with no party practices and socio-cultural circumstances transformations.
