Abstract. The article is devoted to the analysis of the evolution of Russian Azerbaijani relations in the context of the Russian Federation’s “Inner Circle” strategy during the period of geopolitical turbulence in the South Caucasus (2018–2025). Drawing on a synthesis of neorealism, liberal institutionalism, and securitization theory, the study puts forward the hypothesis that the stabilizing effect of bilateral cooperation is determined less by the volume of resource flows than by the institutional density of joint mechanisms and their capacity to neutralize external shocks. The empirical part includes case studies of three spheres (energy, transport, and security), a comparative analysis of alternative corridors, and a content analysis of official documents. It is established that the positive dynamics of trade turnover (a 12% increase in gas transit between 2020 and 2024) is not accompanied by a proportional reduction in conflict potential, which is explained by regulatory gaps, sanctions pressure, and the multi vector nature of Baku’s foreign policy. Based on the identified trends, a three scenario forecast is proposed, with the inertial adaptive path recognized as the most probable. Practical recommendations include tariff harmonization, digitalization of document flow, the establishment of a joint investment fund, and environmental monitoring of the Caspian Sea as a neutral zone for cooperation.
