Abstract. This article analyzes the institutional profile of the political and administrative elites of new historical regions of Russia: the Donetsk and Luhansk People’s Republics, and the Zaporizhzhia and Kherson Oblasts. Drawing on open biographical data from 268 representatives of regional government officials collected in January–March 2026, the article reconstructs the recruitment channels for elite groups and the types of social capital at their disposal. The theoretical framework for the study is a synthesis of classical elitology, P. Bourdieu’s theory of social capital, and contemporary theories of elite recruitment. It is established that the institutional profile of elites cannot be reduced to a single model, but rather represents a differentiated construct in which regional specificity is combined with the general trend of bureaucratic capital dominance. A two-tier recruitment system is identified: the top level (top officials) is standardized and is recruited from the civil service and business, whereas the operational level (second-tier officials) is more diversified and incorporates local types of capital. The executive and representative branches of government are functionally differentiated: the former accumulates bureaucratic capital, while the latter relies on polyvalent social-representative resources. Conclusions are drawn regarding potential legitimacy risks associated with the dominance of exogenous forms of social capital in the southern regions and the marginalization of industrial capital in the Donbas.
