от договорной децентрализации к дискреционной централизации (1991–2022)

Аннотация. Статья прослеживает эволюцию бюджетного и административного измерений российского федерализма в 1991–2022 гг. и показывает, как последовательная трансформация институционального дизайна межбюджетных трансфертов – от договорной децентрализации 1990-х годов к формализованному, но все более дискреционному распределению 2000-х–2020-х годов – расширяла пространство для политически мотивированного перераспределения ресурсов.
Периодизация построена как вторичный историографический синтез работ по бюджетному и административному федерализму в России с опорой на общее содержание ключевых нормативно-правовых актов; для эмпирической иллюстрации трех последних периодов использована несбалансированная панель данных по 84 субъектам Российской Федерации за 2007–2022 гг. Для каждого из шести периодов рассчитаны описательные показатели: подушевой объем дискреционных трансфертов в реальных ценах 2015 г. и доля глав регионов, назначенных «варягами»; анализ носит описательный, а не каузальный характер.
Институциональная динамика после каждого из четырех структурных разрывов – финансового кризиса 2008–2009 гг., санкционного шока 2014–2015 гг., пандемии COVID19 2020 г., интеграции новых регионов 2022 г. – не сопровождалась возвратом к формульным принципам распределения: подушевые дискреционные трансферты выросли с 8,3 тыс. руб. (2007–2008 гг.) до 17,6 тыс. руб. (2021–2022 гг.) в сопоставимых ценах, то есть более чем вдвое, тогда как доля губернаторов-«варягов» выросла с 34 до 57 %. Показано, что нарастающая административная централизация и расширение дискреционного компонента трансфертной системы являются двумя сторонами единого институционального процесса, создающего структурные предпосылки для доминирования электорального канала распределения ресурсов над формульно-выравнивающим.

The Evolution of Budgetary and Administrative Federalism in Russia:

From Negotiated Decentralisation to Discretionary Centralisation (1991–2022)

Abstract. The article traces the evolution of the budgetary and administrative dimensions of Russian federalism in 1991–2022 and shows how consistent transformation of the institutional design of intergovernmental transfers – from negotiated decentralisation in the 1990s to formal but increasingly discretionary distribution in the 2000s–2020s – was expanding room for politically motivated resources repartition.
The periodisation is built as a secondary historiographical synthesis of the works on budgetary and administrative federalism in Russia supported by the general content of key legal-normative acts; to empirically illustrate the three most recent periods an unbalanced panel of data on 84 regions of the Russian Federation for 2007–2022 was used. For each of six periods, descriptive indicators such as per capita volume of discretionary transfers in constant 2015 prices and the share of regional governors appointed as outsiders (“varyags”) were calculated; the analysis is descriptive rather than causal.
Institutional dynamics following each of the four structural shocks – the 2008–2009 financial crisis, the 2014–2015 sanctions shock, the 2020 COVID19 pandemic, and the 2022 integration of new regions – was not accompanied by a return to formula-based allocation features: per capita discretionary transfers came up from 8.3 thousand rubles (2007–2008) to 17.6 thousand rubles (2021–22) in comparable prices, i. e. more than doubling, while the share of outsider governors rose from 34% to 57%. It is shown that accrescent administrative centralisation and expanding the transfer system discretionary component are two facets of a unified institutional process that forms structural suppositions for the prevalence of the electoral channel of resource allocation over formula-based equalisation.
