Аннотация. В статье ставится проблема ограниченности симптоматических индикаторов, используемых в международных сравнительных исследованиях, для адекватной оценки режимного транзита в сложно организованных политических пространствах. Вводится концепт «сложной гибридности» – феномена, при котором в различных сегментах одной политической системы одновременно могут воспроизводиться несовпадающие режимные условия. На примере Украины 2005–2024 гг. сопоставляются данные рейтинга Freedom House (деятельность организации признана нежелательной на территории РФ) «Nations in Transit» с результатами качественного структурно-уровневого анализа. Показано, что внешние количественные оценки систематически нивелируют внутреннюю многоуровневую дифференциацию, что приводит к искажению диагностики реального режимного состояния и создает иллюзию транзитной монотонности там, где имеет место устойчивая институциональная гетерогенность.

The Phenomenon of “Complex Hybridity” in Contemporary Regime Studies
(The Case of Ukraine, 2005–2024)

Abstract. This article addresses the limitations of symptomatic indicators used in international comparative studies for adequately assessing regime transitions in complex political spaces. It introduces the concept of “complex hybridity” – a phenomenon where differing regime conditions can simultaneously emerge across various segments of a single political system. Using Ukraine in 2005–2024 as a case study, the paper compares data from Freedom House’s “Nations in Transit” ratings (the activities of the organization are considered undesirable in the Russian Federation) with the results of a qualitative multi-level structural analysis. The study demonstrates that external quantitative assessments systematically flatten internal multi-level differentiation, distorting the diagnosis of actual regime conditions and creating an illusion of transitional monotony where persistent institutional heterogeneity prevails.
